I thought it was a standard ring angle for rock, but per Jeff Thomas who is twice as smart as me but also the current Mazama historian, say's that he believes it's an antique ice screw. The sharp little flutes/cuts down the sides are for gripping the ice. Bet he remembers when they came out with it, he's almost that old.
