The former is simple: smaller government. The latter, well, that's a bit more complicated and best left to grown ups. It isn't, but it would be nice if it was. Quote

After teeth erupt, topical fluoride continues to strengthen tooth structure to prevent decay and promote the remineralization of enamel. Decay occurring along the gum line and on root surfaces, usually seen in older patients, is also decreased by fluoride use. Fluoridation is considered beneficial by the overwhelming majority of health and scientific communities, including the American Dental Association, the American Medical Association, the World Health Organization, and the Centers for Disease Control and Prevention. Nearly 100 national and international organizations endorse community water fluoridation,and every U.S. Surgeon General since 1950 has endorsed fluoridation. After 60 years of research and experience, the vast weight of scientific evidence shows that fluoridation is safe and effective.
