Last summer I had the same thing. Long hiking days is what seemed to bother it the most (though I'm not sure how I tore it, it had been messed up for a while, probably the many motox crashes in my younger and cooler days).
The surgery is supposed to be simple, but there is always risk, as I got a blood clot which added months to the recovery time. Regardless of what the doctor says, I would plan on 4-6 months plus before you have full confidence in your knee again (more if complications occur).
As far as you getting the surgery - odds are it will help. You will likely get arthritis anyway, and the torn part of the meniscus is doing very little good for your knee.
1 year later, my scoped right knee is pretty good, and now that my leg is full strength again, I'm NOW glad I did it, but I wasn't so glad for about 6+ months after surgery. My left knee is messed up too, and I DON'T plan on getting surgery any time soon (because of my experience). If I go just a bit slower, and occassional ibuprofen it seems to be fine.
Advice - if you get the surgery do it in whichever season you are willing to give up for the year.
