To make it somewhat 'cleaner' you'd have to pair it with [portable] nukes plants for the heat to do the extraction. As it is, it's way more greenhouse gases per delivered barrel than conventional crude. But, it's in this hemisphere and readily available just like coal so it's definitely getting used.
