Torture is notorious for false information. That's why civilized nations no longer rely on it. How would you know he's giving you the right location? Keep torturing him until it's found? How do you know when somebody is planning a 9/11 attack on their computer? Just torture everyone and be safe? Besides, if you have to torture someone to get their password, then you need to hire better computer experts.
of course, it's a tragedy if improperly plaecd bolts resulted in injuries or death.
