I think Bend's construction is booming, at least the town seems bigger and bigger every time I go through. Good rock (Smith), good skiing... poor alpine rock.

Smith: Dried mud with bolts in it... you'll either love it (sport) or hate it (multi pitch trad). Depends on your climbing interests...

 

Bend: Retirement town for CA retirees that lacks urban growth boundaries (good for construction I would guess ) and a mass transit system (of any kind ).

 

For what it's worth remodeling in PDX is booming (and will continue to) as long as the houseing market continues to climb out of control.
