There are a few folks I've climbed with extensively who I know are competent after having puffed, but that's because they do it on alomost a continual basis. The same goes for a lot of musicians I play with. They are so accustomed to playing stoned they feel handicapped if required to perform without. It's not that way for me. I asked about this phenomena and received this reply, "you're just not more than 50% practiced".
