Waterproof, yes. They are called neoprene. Fully waterproof.

Prana makes a big chalk bag. I've got one. It doesn't quite swallow my (skinny) forearm, but it's big enough for my XL hands. They also make a "chalk bucket". That might be big enough for you...

I had the same problem with the Ecrin Roc. I now use a BD Halfdome, it fits much better.
