The screamer extends the time over which the rope is allowed to stretch. I know that the elasticity of some materials is time dependent, that is, they stretch under a steady load, but resist stretch under a shock load. Think of the Silly Putty you played with as a child. Pull on it slowly and it stretches. Pull sharply and it breaks. Rope isn't nearly this extreme, but I'd bet there is some time dependency with regard to impact force.
