"Two miles from a road" is not wilderness.
"Two days from a road" is approaching wilderness. Too bad there aren't many places in the Lower 48 that meet that definition.

note the prohibition is not against bolts...it is against power drills... slamming in a ladder of 1/2" bolts spaced 2 feet apart with big shiny hangers would be perfectly legal as long as it was done with a hand drill.
