But once you ask them, you put yourself into the hole of forever needing their permission.

Actually that is not correct. The Liberty Bell area of the proposed NOCA expansion is "the watershed boundaries of Bridge Creek, and the NP to the south" Appendix 2 of the AALP. This would include everything west and south of the NW Face of Liberty Bell to the South Ridge of South Early Winter Spire.

I think a large group of wildlife biologists thought that it was a grizzly. Whats weird though, is that a hiker took a picture of a similar looking bear in the same general area a couple of months previous to that. The WDFW looked at the photograph, and declared it to be a black bear. So the jury is still out.
