There's not enough information there to assume that "nuclear facilities" means "nuclear weapons facilities", or that "material" means "weapons-grade uranium." Dual-use components are anything that can be used for a civilian purpose as well as a military one. Like high-quality pipes. Or centrifuges or fermenters. Any of these things might also be valuable to smugglers purely for their monetary value, regardless of whether they're used or usable for weapons purposes. You (and the "news source" you're quoting) are assuming way too much. I won't believe anything until I see real evidence. Quote
