Neither sounds like a WMD to me. No actual NBC warheads or materials were mentioned in the article. Nice try. There's not enough information there to assume that "nuclear facilities" means "nuclear weapons facilities", or that "material" means "weapons-grade uranium." Dual-use components are anything that can be used for a civilian purpose as well as a military one. Like high-quality pipes. Or centrifuges or fermenters. Any of these things might also be valuable to smugglers purely for their monetary value, regardless of whether they're used or usable for weapons purposes.
