You're sort of missing the point here. It is simple return on investment. Prisons are more profitable, but market is keeping kids out of prison. the graph shows that it is cheaper to keep the kids in school...if we make more expensive to keep them in school than in prison, then the invisible hand of the market will push them all in to prison. So the graph clearly shows that the status quo is perfect. use your head.

It always makes good business sense to break the law, if it is cheaper than abiding it after factoring in legal costs and penalties. Ask any corporation. Your kids can learn a lot from their savvy example.
