It's a fair criticism that we need a better way to measure the effectiveness (or ineffectiveness) of assistance programs. I mean, assume we have a perfect safety net, but someone's income is still zero (but they're taken care of). Is that still poverty? Â Assuming a blank check, how do you fix this? Education? These areas are woefully underfunded and there are a surprising number of homeless families in the Seattle school district. It's very sad.
