Â But maybe this was just part of his esoteric plan to get national media exposure for his puppies. Now they will be adopted for sure. Quote

Â come on, don't be dense. as special pointed out there's always the animal shelter. if you spend a little time looking you can usually find a no kill shelter and probably free/low cost spaying so it doesn't happen in the first place.
