if you consider bribes 'private justice' yes.. but thats the problem. If you can get a large group of people to cooperate for the good of each other, that's government. Call it whatever name that makes you and your ideology happy, it doesn't change the nature of the beast.

A chance to squander 10's of billions, perhaps 100's of billions. In cased you missed it the greatest threat to the US is no longer states but nonstates - who've shown them quite capable of transcending national boundaries.
