I think you may need to expand your question. If you go (what) a couple times a month... to the rock gym? I'm not sure if that qualifies. on a three-day alpine climb in the North Cascades? now we're getting somewhere. Does level of difficulty of one's climbing come into play? Perhaps we need to look at how much of one's time (either free time or overall time) gets spent climbing. Perhaps if it's above a certain percentage, regardless of level of difficulty of the climbs, this person can be considered a climber. Edit: added in the quote

I never said that either. The bikers who blatently ignore the rules that are in place to keep them safe should get ticketed before they get themselves killed. The bikers who ignore the rules that don't apply to them (and do so safely) are *NOT* the problem.

what do you want the bikers to do? Not take a left on red, and sit at a stoplight for 10 minutes because the bike isn't big enough to trip the sensor? I agree that there are certain rules that bike should follow (and some bikers don't), but there are others that just don't apply.

Allison, your answer remains the same: it depends. What application will the cable have? How much trouble a thief would have with a cable depends on how the cable is being used. Why do you ask this question and then refuse to give us the necessary information to answer it?
