  19. Due to stagnant earnings and rising non-elective spending (health care, etc..), many people were borrowing against the increasing values of their home to fuel consumption. The only way to get people to spend will be to create jobs and increase wages.   22. It's not a study. It's a synthesis of all peer-reviewed studies on the topic. Apparently the 31 experts that made up the panel disagreed to some extent with the author of the NYT article.
