WASHINGTON - Deciding on the last outstanding appeal, a state judge in Florida ruled Thursday that Gov. Jeb Bush and Florida's social services agency don't have legal ground to take custody of Terri Schiavo, the seriously brain-damaged woman at the center of a court battle.
