If the President feels bad about the nation's opinion of him—a meager 25% of those surveyed in a June Gallup poll approve of Bush's performance—all he needs to do is pick up that same poll and keep reading. According to Gallup, just 14% of people express confidence in the current Congress. That's the lowest measure in the 34 years Gallup has been tracking government institutions.

These kinds of polls are very misleading. People will say they are against congress but they do not vote for "congress". They vote for a specific representative. When asked if they support their congressperson they will usually say yes. The vast majorities of incumbents from both parties do do a good job of being responsive to their constituents they answer their mail etc. This is the big advantage of incumbency. The next most important factor is party here all polls still show a big advantage for the dems although this was stuck at the end of the article. Finally, the 85% includes those who think congress is not doing enough to end the war impeach Bush etc. and are very unlikely to vote for the GOP or even an Ind if that would give the GOP the seat.
