nice catch of a poorly worded explanation, tomtom, but i think the point is that the factory that reduces pollution can sell tcredits for their reduction on the market and the bad factory can buy those same credits. no reduction in total pollution, but at least a zero sum.

year two.

 

Plant A still produces 2,000,000 tonnes.

 

Plant B invested some of its profits from selling excess emissions from quota into better emissions controls. Plant B only emits 400,000 tonnes this year.

 

Quota is lowered from 1,000,000 tones to 900,000.

 

Plant B sells Plant A 500,000 again.

 

Plant A now has to buy 1,100,000 tonnes. 500,000 from Plant B and 600,000 from other sources or be fined.

 

Net emissions (A+B) drop from 2,500,000 to 2,400,000.

 

Repeat until Plant A becomes unprofitable due to high cost of fines and quota buying and is shut down.

Yeah, yeah ... I thought I was posting it in Spray but I wasn't paying attention. Sorry.

 

For the record, I actually drive a Honda Civic which is pretty darn fuel efficient, but am looking for ways to give back environmentally with respect to my auto.

All this discussion of emissions trading is very nice. Yes, if you know how much emissions reduction you want, the permit trading scheme is an economically efficient way to acheive such a goal.

 

That doesn't have much to do with the SUV-tag plan, which is optional, not based on a quota, and therefore more or less meaningless when compared to coal plants and the like.
