of course i don't know. i just have an opinion based on my limited info. not sure about the inconsistency you speak of. i think "best rider" is usually pretty clear: the one who does well in both the mountains and the ITT. and using those criteria, Lance absolutely demolished the field most years. now it's contador's turn.

everyone at a certain level does "cheat". as hamilton said: "i saw guys that weren't as good as me starting to beat me, so i felt i had to take the enhancers." (loose translation.) someone i know rode professionally in europe for a few years. he said that the best young riders were asked if they had doped. the ones that said no were chosen, because they had the best chance to excel professionally once they started doping. it's kind of a silly game at this point. it's still the case that the best riders will win, the ones that train the hardest try the hardest etc., but they need to dope to win.

can't say i really understand all the hate directed at armstrong. just like any tour rider, he simply wouldn't have been a tour rider in the first place without doping. it's just the reality now. and further, even though you still have to be the best of the best athlete to succeed even with the doping, you have to be good at diguising it, so the tour is really about being the best rider, with the best team, with the best doping schemes. Has Lemond admitted? Indurain? Hinault? etc. etc. the reason these americans are coming out seems to be 1. they don't have much to lose anymore and 2. they risk criminal charges if caught lying.

but: certainly an aspect worth considering is how "responsible" REI feels over the situation. if you sold products manufactured by others, can you honestly honestly say you would accept any and all manufacturing defects by said company? I personally cannot say I would. Couple that with the existing legal/insurance structure, which has been at least tangentially addressed by mattp and jayb's post (worth reading the original thread), and all of a sudden you have a situation that is definitely more complicated than anything addressable by a sense of outrage (no matter how justifiable and understandable).
