Now did the tree become mature and refuse to add height, or did the sign poster refuse to ascend and decide to inform everybody.

 

People worried about tree climbers damaging the tree shouldn't damage the tree by nailing signs to it.

Basically nailing a sign to a tree serves no purpose other than to say you're too lazy to stick a sign pole nearby. Sometimes steel cables are place in trees due to weak growth structure, but you don't do that without safety (human) concerns.

 

Now if you plan to kill the tree then spike away.
