Question:

Why did the president suspend the Prevailing Wage law

(the Davis Bacon act) for workers involved in the post Katrina re-construction without explicitly stipulating that

the offset in savings reduce the rebuiliding contracts by the amount saved?

I mean if it's to "reduce the burden on taxpayers" like he claims, then why is that loophole left wide open for contractors to line their pockets with?
