I am from New York and planning a guided trip in June / July and was wondering if I should wait to book a guide service or will the proposed changes not effect my planning. I was following this issue up until about a month ago and have not heard much about it since. Quote

Unless they lose all their user days, then your plans shouldn't change. If the company has a half way decent office, then they shouldn't book trips they can't offer. (unlike the airlines) Quote
