Can somebody help me with a translation?

 

On page 246 of Fred's 2nd edition southern guide (Columbia to Stevens), his description of Cruel Finger includes this sentence: "From some appearances, the tower seems to grope inchoately toward expression."

 

Is he talking about it nearly flipping a bird?

 

Just gotta know.
