The victims were blaming the government for a lack or response; inadequate food, tents, etc. Thought it interesting because of all of the "welfare state" tripe after Katrina. Quote

Blaming the victim would be people blaming Katrina victims for living lower than sea level (just like Fester employees blame the victims by saying they are dumb and greedy so they deserve being cleaned out). Not the victims blaming someone else. So, did someone blame the e-quake victims for living on the dirt or something? Quote
