How do I resize a digital image for uploading to this sight? My file size is about 13 times too big....

 

And do I need to rename my file?

1) open it in MS paint

2) choose the "image" menu and select "strech/skew"

3) select a reduction I'd try 33% hoeizontal 33% vertical

4) select "file" menu then save as

5) choose a GIF file.
