Anybody know the story about that small black dog that hangs out in the road with the WAAAAY overgrown coat? It kills me to see that poor thing drag itself around under that mass of matted fur all summer.

 

Please PM me if you think there's a way a non-confrontational way intervene on its behalf(ie-perhaps its owners are decent folk who'd be open to having a groomer come by if it were on someone else's dime?).
