The issues in this case involve President Clinton's Roadless Rule, which basically prevented logging and road building within Inventoried Roadless Areas (IRAs). The court held that a parking lot constructed in the IRA is not a "road" and the cutting of trees was "incidental" to the expansion of the facilities and therefore permitted by the Roadless Rule.
