Winter Posted September 11, 2008 Posted September 11, 2008 The issues in this case involve President Clinton's Roadless Rule, which basically prevented logging and road building within Inventoried Roadless Areas (IRAs). The court held that a parking lot constructed in the IRA is not a "road" and the cutting of trees was "incidental" to the expansion of the facilities and therefore permitted by the Roadless Rule.
