Punishment

So thinking about the 14yo hunter who shot and killed a woman hiker and then reading this story made me wonder what the punishment should be. I think in some ways it is a complete waste of resources to spend much effort on "punishing" these guys.

Is he a legal? Doesn't seem like it.
