I don't understand how some people think that taxes paid on gasoline used primarily for cars and trucks on paved highways, should automatically be earmarked for off-road vehicle trails. Only a very small portion of that tax money comes from sales of gasoline for off-road use. I think that the use of that money for hiking and biking trails is every bit as legitimate as its use for ORV trails. The split should be more like 60/40 ORV/non-motorized than the current 80/20 split.
