Don't blame the small businesses, they didn't know. It is the banks they borrowed from who should be ashamed.

 

 

The banks themselves had a hefty incentive to use the loans: They kept the interest while the government insured most of the loan, creating a nearly risk free proposition

 

As an added incentive, the fees banks pay to the government were cut in half, saving banks up to $5,000 each year for every $2 million they lent.
