    Hi, Is this system still in effect? Has anyone attempted to purchase any of these permits? I have been trying to contact someone who has listed as selling permits via the website on August 8, but have gotten no response. Perhaps I should attempt to purchase at 12:01AM on July 31? Does anyone have any tips?
