For example: You start dating this guy and he want you to come climbing with him. You buy all the basic crap, and then it turns out the guy is a jerk, small penis, smells, whatever and you break up. Here you have $150 worth of stuff you will never use, so you put it up on craigslist hoping to get your moeney back. (this is just a sexist view, considering that the harness is for a woman) So, while I would not pay that much for "used" new stuff with tags, maybe someone will. So, not really so much "what the hell"... Or maybe that's your ex girlfriend that you bought that stuff for, and are shocked that she is selling it on CL...
